2. Population censuses conducted since 1945 (years):

1950, 1961, 1970, 1980, 1991 and 2001.  The present description relates to the 2001 population census (conducted in February - March).                        

3. Coverage of the census:

(a) Geographical scope:  Whole country.

(b) Persons covered: All persons of all ages with permanent or long-term residence in the country at the ‘decisive moment’ (i.e. midnight 28 February to 1 March 2001) of the census.  Excluded  are foreign residents enjoying diplomatic immunity.

4. Reference period:

Midnight 28 February to 1 March 2001 (the reference period for economic characteristics was the ‘decisive moment’).

Re (a): The age is defined in terms of the whole date of birth in relation to the ‘decisive moment’ of the census.

Re (h): The census also collected information on the place of work or school (address); frequency of journey to work or school and duration of daily journey to work or school; means of transport used; field of study including apprenticeship (for persons aged 15 years and over with higher than elementary education); secondary (or other job).

6. Concepts and definitions:

(a) Economically active population:  The economic activity is based on the current activity concept. Thus, the economically active population comprises all persons aged 15 years and over who, at the time of the census, were either employed or unemployed, according to the definitions given below.  The definition covers prisoners, on the basis of the civilian equivalent of their present or last work.  All members of the armed forces are included in the definition.

(b) Employment:  Considered as employed are all persons aged 15 years and over who, at the time of the census, stated that they were employed as: (a) employees, employers and own-account workers; (b) working pensioners; (c) working students and apprentices; (d) women on paid maternity leave (28 or 37 weeks).

(c) Unemployment: Considered as unemployed are all persons aged 15 to 70 years, who stated that, at the time of the census, they were without work and seeking work.

7. Classifications used:

Both employed and unemployed persons are classified by industry, by occupation, by status in employment and by educational level.

(a) Industry:  Based on the question: “With reference to the list given in the explanatory note, state the branch (industry) of your current job”.  The coding was carried out according to the special census nomenclature of branches of economic activity consisting of 43 groups, created on the basis of the NACE. 

(b) Occupation:  Based on the question: “State the particular activity you do in your job as accurately as possible”.  (Soldiers on basic military service, in special service and in civil service should state ‘soldier in basic service’.  Persons on a military exercise should state occupation from which they are temporarily relieved, women on maternity leave of 28 or 37 weeks, persons in custody or in prison and unemployed should state the last performed occupation.  In case of two occupations, state the main occupation).   For coding occupation, a list of occupations consisting of 81 groups, created on the basis of ISCO-88, was used.

(c) Status in employment:  Respondents were asked to indicate their status in employment out of the following possibilities: (i) employers; (ii) employees in paid employment; (iii) other employees (having contracts, etc.);  (iv) self-employed (including entrepreneurs without employees); (v)  members of producers’ cooperatives; (vi) contributing family workers.

(d) Level of education: Persons aged 15 years and over were classified by highest educational level completed according to the following breakdown: (i) without education; (ii) incomplete elementary education; (iii) elementary education; (iv) secondary vocational; (v) secondary technical; (vi) secondary vocational with certificate; (vii) secondary general with certificate; (viii) secondary technical with certificate; (ix) post secondary, graduation from two or more secondary schools; (x) first stage of tertiary education (post secondary); (xi) university - bachelor’s degree; (xii) university - master’s degree; (xiii) second stage of university education.

8. Main differences compared with the previous census:

Foreigners with long-term residence were also included in the 2001 census.

Considered as ‘economically active’ are only women on maternity leave of 28 or 37 weeks; the others (i.e. women on a longer maternity leave and persons receiving family allowance) are included in “economically non-active”.

Conscripts on military/civilian service state “on military/civilian service” whereas in previous censuses they stated their civilian occupation before the start of their service.

9. Publication of the census results:

The title of the publication containing the final census results is: “Population and Housing Census on 1 March 2001”.  “Basic information on final results” and “Basic information on families and households” were issued in July and December 2002 respectively.  A further nineteen   publications are being released during 2003.
