2. Population censuses conducted since 1945 (years):

1950, 1955, 1960, 1965, 1970, 1981,  From 1981 onwards population censuses are based on administrative records.  The present description relates to the 2004 register based census (carried out on 1 January).

3. Coverage of the census:

(a) Geographical scope:  Whole country.         

(b) Persons covered:  All persons of all ages.   

4. Reference period:

End of November 2003.

Re (a): The age is determined in terms of date of birth.   The age is calculated on basis of the unique personal identification code which has got information on date, month and year of birth.  

 

Re (g): The register has got information on employment divided into full time/part time (and only for employees). The results are not comparable with results from the LFS.

                       

Re (h): The census has information on citizenship, place of birth, family and household characteristics, ancestry. The register also contains detailed geographical information on place of work and place of living which are used to calculate statistcs on commuting. The register has information on sector which makes it possible to calculate employment in sectors after the SNA definition.

6. Concepts and definitions:

(a) Economically active population:  It comprises all persons (at all ages) who, during the reference period, were either employed or unemployed, according to the definitions given below.

(b) Employment:  Considered as employed are all persons who, during the reference period, worked for at least one hour for wage or salary, in cash or in kind.   

 

It is reported that the following categories are/are not included:                                          

 

i)          persons doing unpaid work in family firm or business: No    

ii)         persons engaged in production for own consumption:  No, only if the person receives payment or is self-employed or assisting spouse and receives a profit.          

iii)        employed persons temporarily absent from work: Yes                                 

iv)        working students with a part-time job: Yes                           

v)         seasonal or occasional workers: Yes, but the reference point in time is the end of November.                                    

vi)        conscripts for military/civilian service: Yes                           

vii)       apprentices and trainees: Yes, if they receive payment                                            

Persons belonging to categoryies (iii), (iv), (vi) and (vii) can be identified separately.

Asylum seekers are excluded from the definition.

 

(c) Unemployment:  Considered as unemployed are all persons who, during the reference, were without work, were currently available for work and were seeking work according to the register based unemployment statistics.  

7. Classifications used:

Only employed persons are classified by industry and by occupation whereas both employed and unemployed persons previously employed are classified by status in employment.       

(a) Industry:  For coding industry, the national industrial classification was used at the 6-digit level. The first four digits are in harmony the the NACE rev. 1.1 classification. 

 

(b) Occupation:  For coding occupation, the national occupational classification was used at the 4-digit level.  Links to ISCO-88 have been established.

(c) Status in employment:  For coding status in employment, the following groups are used:  employer, self-employed; assisting spouse; employee (divided into skill level);unemployed and persons outside labour market (divided into subgroups).

(d) Level of education:  For coding level of education the national educational classification was used at the 6-digit level. Links to ISCED-97 have been established.                       

8. Main differences compared with the previous census:
