1. Name and address of the organization responsible for the census:

Statistics Office, 99 Harbours Walk, New Harbours, Gibraltar.

2. Population censuses conducted since 1945 (years):

1951, 1961, 1970, 1981, 1991 and 2001. The present description relates to the 2001 population census (held on 12 November).

3. Coverage of the census:

(a) Geographical scope:  Whole area.

(b) Persons covered:  All persons of all ages.  Members of the armed forces stationed in the area are excluded from the census count; their families together with United Kingdom based Ministry of Defence civilians and their families are included.

4. Reference period:

The census day.

Re (a): The age is defined in terms of age at last birthday.

 

Re (h): The census also collected information on the means of transport used to go to the workplace (on foot, by bus, bicycle, motor cycle or moped, car or van).

 

Re: (a) to (h):  Ministry of Defence civilians and their families together with the families of members of the armed forces are excluded from the analysis under “Main Topics” above.

6. Concepts and definitions:

(a) Economically active population:  It comprises all persons aged 15 years and over who, on the census day, were either employed or unemployed and seeking work, according to the definitions given below. All members of the armed forces and full-time students are excluded from the definition.

(b) Employment:  Considered as employed are all persons who, on the census day, had a full-time or part-time job. Persons in employment were requested to indicate their present occupation and whether their job was full-time or part-time.  Those persons waiting to take up a job already accepted and housewives with a part-time job are included.

 

It is reported that the following categories are included:

 

i)     persons doing unpaid work in family firm or business;

 

ii)    employed persons, temporarily absent from work.

 

Neither of these categories can be identified separately.

(c) Unemployment:  Considered as unemployed are all persons who were without work and seeking work. Figures for resident unemployment were obtained from the Employment Service in Gibraltar

7. Classifications used:

Only employed persons are classified by industry, by occupation and by status in employment.

(a) Industry:  A specific question was asked of employed persons to determine industry group. The question asked was “If you work for a private firm (or are self-employed) state what the employer does or makes, e.g. retail shop, printers, hotel, bank, hairdresser, etc.  If you work for the Government state the Department and Section”.  Persons were asked to provide the name of the employer or place of work and address.  For coding industry, 13 groups of the United Kingdom Standard Industrial Classification of Economic Activities, UK SIC (92), were used.  Links to ISIC-rev.3 have been established to the tabulation category (1-digit) level.

(b) Occupation:  To determine occupation group, employed persons were asked to state their occupation using as precise a name as possible (e.g. garage mechanic, radio mechanic, civil engineer, chartered accountant, economist, etc., and for public sector employees in the administrative service: head of department, executive officer, administrative officer or assistant, personal secretary or typist).  For coding occupation, the Standard Occupation Classification 2000 (SOC 2000) was used.  This UK Occupational Classification is the same as ISCO-88 at the highest occupational group level. 

(c) Status in employment:  To determine status in employment, employed persons were asked to indicate whether they were an employee, self-employed or an employer.  Family workers were to be included under employees.

(d) Level of education:  The questions used to determine the level of education attained were of the tick-box type and were not mutually exclusive i.e. a person could have more than one qualification.  For coding the data ten groups were used.  Links to ISCED have not been established.

8. Main differences compared with the previous census:

For the first time Gibraltar was divided into Major Residential Areas, each one encompassing several enumeration areas.

 

The questions on qualifications were different, being more academic in nature rather than professionally orientated.  Fewer questions were asked on housing needs.  A question on Internet connection was included. 

9. Publication of the census results:

The final data were published in March 2003 in the publication entitled “Census of Gibraltar 2001”.

 

The organization responsible for the publication is the Statistics Office, 99 Harbours Walk, New Harbours, Gibraltar.

 

Copies of the publication are available from the Statistics Office in Gibraltar.  Data on CD ROM are also available.  It is planned to have a copy of the Census 2001 on line downloadable from the Gibraltar Government Website.
