2. Population censuses conducted since 1945 (years):

1949, 1960, 1970, 1980, 1990 and 2001. The present description relates to the 2001 Population Census.

3. Coverage of the census:

(a) Geographical scope:

Whole country.

(b) Persons covered:

All persons of all ages (nationals and resident foreigners, except diplomats).

4. Reference period:

Both a short and a long reference period are used: one week for usual economic activity and one year in the case of occasional and seasonal work(er)s.

5. Main topics:

Re (a): The age is defined in terms of month and year of birth.

Re (g): The census collected information on the usual hours of work of employed persons during the short reference period.

Re (h): The census also collected information on the duration of unemployment, on the means and time spent on commuting, and on earlier occupation.

6. Concepts and definitions:


(a) Economically active population:

It comprises all persons aged 15 years and over who, during the reference period, were either employed or unemployed, according to the definitions given below. However, the census results are only published for persons aged 15 to 74 years.  Regular members of the armed forces as well as conscripts on military/civilian service are included in the definition.

(b) Employment:

Based on the questions: AWhat provides your livelihood: Work, activity providing income? Regular or reserve military service? Child care allowance or benefit? Old age pension in own right? Disability or accident pension? Pension or benefit in relative=s right? Unemployment benefit? Welfare assistance for unemployed? Other regular benefit, aid? From own assets and other source? Dependent on private person? Dependent on public institution?@ (maximum three answers).

The following categories are included:

i)                persons doing unpaid work in a family firm or business;

ii)              employed persons, temporarily absent from work;

iii)              working students with a part-time job;

iv)              seasonal workers not at work during the off-season;

v)               regular members of the armed forces;

vi)              persons temporarily laid-off (with formal job attachment).

(c) Unemployment:

Based on the questions: AAre you looking for a job?@; AWhen would you be available for work?@ and AHow long have you been looking for a job?@ (Only for those who marked other than AWork, activity providing income@or ARegular or reserve military service@).

7. Classifications used:

Both employed and unemployed persons are classified, by occupation, status in employment and educational level; employed persons are classified by industry as well.

(a) Industry:

Based on the questions: AYour employer=s name, main activity?@ and AHow many persons are employed at your workplace?@.  For coding industry, 509 groups of the national classification were used.  Links to NACE have been established.

(b) Occupation:

Based on the questions: AWhat is the name of your main occupation and what activities characterize it?@ADo you have subordinates or employees?@AHow many hours do you work usually (a week)?@.  For coding occupation, 632 groups of the national classification are used. Links to ISCO-88 have been established at the sub-major group (2-digit) level.

(c) Status in employment:

For coding this variable, the following seven categories are used: 1) employee; 2) self-employed, sole proprietor; 3) working owner of a company; 4) working member of a co-operative; 5) contributing family worker; 6) occasional worker; 7) worker for public (communal) utility.


(d) Level of education:

For coding educational level, the national classification is used.  Links to ISCED-97 have been established.

8. Main differences compared with the previous census:

In 1990, the lower age limit for inclusion in the economically active population was 14 years and there was no upper limit.

 

In 2001 a maximum of three answers could be given for specifying source of livelihood.

9. Publication of the census results:

Preliminary and sample-based results were published in the second half of 2001, detailed data by regions, localities were published in 2002, detailed volumes by topics (demography, education, employment, households, families, dwellings, etc.) will come out in 2003.

The 2001 census results are also available in the form of unpublished tables, diskettes and CD-ROM.
