1948, 1957, 1967, 1985 and 1995.  The present description relates to the 1995 population census (held on 26 November).

3. Coverage of the census:

(a) Geographical scope:  Whole country.          

(b) Persons covered:  All persons of all ages.   

4. Reference period:

The week preceding the census day.

Re (a): The age is determined in terms of date of birth.  

 

Re (g): Hours of work relate to normal hours per week.

 

Re (h): The census also collected information on: activity limitations and long-term disabilities; gross income; literacy; knowledge of languages; means of transport to place of work or study; migration and returned emigrants.                  

6. Concepts and definitions:

(a) Economically active population:  It comprises all persons aged 16 years and over who, during the reference period, were either employed or unemployed, according to the definitions given below.

(b) Employment:  Considered as employed are all persons who, during the reference period, were in paid employment whether full-time or part-time, including those who had a job but were temporarily absent from work and those who were self-employed.  The question used to determine whether a person is to be counted as employed is “What was this person doing in the week between 20th and 26th November 1995?”.  Respondents were asked to select the alternative which described best their activity from the following list:  1) Working for an employer full time (more than 30 hours a week); 2) Working for an employer part time (one hour or more a week); 3) Working for employers on a full-time and part-time basis; 4) Self-employed, employing other people; 5) Self-employed, not employing other people; 6) Self-employed on a full-time basis and working for an employer on a part-time basis; 7) Waiting to start a job he/she had already accepted; 8) Unemployed and looking for a job; 9) Unemployed and not looking for a job; 10) At school or in other full-time education; 11) In full-time education and working part time; 12) Unable to work because of long-term sickness or disability; 13) Retired from paid work; 14) Looking after the home or family; 15) Working part time and looking after the home or family.  

 

It is reported that the following categories are included:                                          

 

i)         persons doing unpaid work in family firm or business;          

ii)        employed persons, temporarily absent from work;                            

iii)       working students with a part-time job.                                   

(c) Unemployment:  Considered as unemployed are all persons who, during the reference period, were without work and hence not in paid employment or self-employment; were currently available for work; were seeking work and taking specific steps to seek paid employment or self-employment.  The question used to determine whether a person is to be counted as unemployed is the same as that indicated under 6 (b) above.

7. Classifications used:

Only employed persons are classified by industry, by occupation and by status in employment.           

(a) Industry:   Based on the question “Describe clearly the kind of business, industry or service in which this person was employed in his/her main job during the reference week”.  For coding industry, 503 groups of the national classification were used.   Links to ISIC-rev.3 have been established at the 4-digit level.

(b) Occupation:  Based on the question “What kind of work was this person doing in his/her main occupation during the reference week?”.  For coding occupation, the national classification was used.  Links to ISCO-88 have been established at the 4-digit level.

(c) Status in employment:  Based on the question “What was this person doing in the week between 20th and 26th November 1995?”.  For coding status in employment, the following three groups were used:  Employee; Self-employed employing other people; Self-employed not employing other people.

(d) Level of education:  Based on the question “What level of education has this person ever attained?”.  For coding level of education the following six groups were used:  No schooling;  Primary; Secondary (general); Secondary (vocational); Tertiary; Post-graduate.  Links to ISCED-97 have been established.                  

8. Main differences compared with the previous census:

No major difference.

9. Publication of the census results:

The final results of the census were published in 1997-1998 in “Census of Population and Housing – Malta 1995”.  Vol. 1: Population, age, gender and citizenship; Vol. 2: Fertility; Vol. 3: Nuptiality and households; Vol. 4: Education and economic activity; Vol. 5: Migration, returned emigrants and miscellaneous; Vol. 6: Dwellings.

The organization responsible for the publication is the National Statistics Office, Lascaris, Valletta.

The census data are also available in the form of CD-ROM and on the website of the National Statistics Office (www.nso.gov.mt).
