Ukraine
1. Name and address of the organization responsible for the census:
The State Statistics Committee of Ukraine, Shota Rustaveli 3,
252023 Kiev.
2. Population censuses conducted since 1945 (years):
1959, 1970, 1979 and 1989. The present description relates to
the next population census, planned in 2001.
3. Coverage of the census:
(a) Geographical scope
Whole country.
(b) Persons covered
All persons of all ages.
4. Reference period:
Two weeks.
5. Main topics:
(a) Total population, by sex and age: yes
Economically active population by:
(b) Sex and age group: yes
(c) Industry: yes
(d) Occupation: yes
(e) Status in employment: yes
(f) Educational level: yes
(g) Hours of work: no
(h) Other characteristics: yes
Re (a): The age will be defined in terms of year of birth.
Re (h): The census will also collect information on the place of
work.
6. Concepts and definitions:
(a) Economically active population
The economically active population will comprise all persons aged
15 to 70 years who, during the reference period, are either
employed or unemployed. Questions on economic activity will be
asked of a 25 per cent sample at national level. All members of
the armed forces will be excluded from the definition.
(b) Employment
Based on the questions: What are your sources of existence?
Your primary occupation? Your main place of work? Your status
in employment?.
It is reported that the following categories will be included:
- persons doing unpaid work in a family firm or business;
- persons engaged in the production of goods for own consumption;
- employed persons temporarily absent from work;
- working students with a part-time job;
- apprentices and trainees, partially included;
- persons temporarily laid-off (with formal job attachment),
partially included.
Only persons belonging to categories (i), (ii), (iii) and (vi)
will be identified separately.
(c) Unemployment
Considered as unemployed will be all persons without work,
looking for a job and available to start a new job during the
following 2 weeks. Students seeking work, future starts and
persons temporarily laid-off (without formal job attachment) will
be included in the unemployed, while discouraged workers will be
excluded from the definition.
7. Classifications used:
All persons will be classified by educational level. In the
sample of 25 per cent of households questioned on economic
activity, employed and unemployed persons will be classified by
occupation and by status in employment, and only employed persons
will be classified by industry.
(a) Industry
Based on the question: What is your main place of work?. For
coding Industry, 95 groups of the national classification will be
used. Links to the NACE will be established.
(b) Occupation
Based on the question: Please indicate the detailed title of
your position, occupation or of the work done. For coding
occupation, 9 groups of the national classification will be used.
Links to ISCO-88 will be established at the unit group (4-digit)
level.
(c) Status in employment
For coding this variable, the following 6 groups will be used:
Employer; Employee; Member of a producer's cooperative;
Own-account worker; Contributing family worker; Other.
(d) Level of education
For coding level of education, it is expected that 10 groups will
be used. The questions will be: What type of educational
establishment did you finish? In which year? And if at
school, how many classes have you completed?. The education
law adopted in 1996 includes the following categories: Complete
higher education (university, advanced university degree);
Incomplete university degree; Special secondary education;
Vocational and technical education; Complete secondary education;
Primary education; Without primary education; and Illiterate.
8. Main differences compared with the previous census:
The main differences will be as follows:
- the definition of the economically active population;
- the links established with the NACE;
- the new national classification of occupations based on
ISCO-88;
- the use of the international classification of status in
employment.
9. Publication of the census results:
The preliminary results will be published 10 months later, and
the final results will be available 2 years after the census
date.

The results will also be available in the form of unpublished
tables, on CD-Rom and magnetic tapes and on the Internet.
