Uzbekistan

1. Name and address of the organization responsible for the census:

State Department of Statistics, Minmacroeconomstat, Tashkent, 700077, Buyuk Ipak Yuli, 63.

2. Population censuses conducted since 1945 (years):

1959, 1970, 1979 and 1989. The present description relates to the next population census planned for the 16 February 2001.

3. Coverage of the census:

(a) Geographical scope

Whole country.

(b) Persons covered

All persons of all ages.

4. Reference period:

Two weeks.

5. Main topics:

Re (a): The age will be defined in terms of year of birth.

Re (g): The census will collect information on the number of weeks worked by the employed persons during the reference period.

Re (h): The census will also collect information on the place of work and on duration of unemployment.

6. Concepts and definitions:

(a) Economically active population

It will comprise all persons, without age limit regarding employment, and aged 15 years and over regarding unemployment, who, during the reference period, will be either employed or unemployed, according to the definitions given below. All members of the armed forces will be included in the definition.

(b) Employment

Considered as employed will be all persons who, during the reference period, will have performed any work of an economic value, at home or out of home. Based on the question: What is your source of livelihood?. Working students with a part-time job will be excluded from the definition.

It is reported that the following categories will be included:

  1. persons doing unpaid work in a family firm or business;
  2. persons engaged in the production of goods for own consumption;
  3. seasonal workers not at work during the off-season;
  4. regular members of the armed forces;
  5. conscripts on military/civilian service;
  6. apprentices and trainees;
  7. persons temporarily laid-off (with formal job attachment).
None of these categories can be identified separately.

(c) Unemployment

Considered as unemployed will be persons aged 15 years and over who will be without work, seeking a job and available to start a new job within 2 weeks. It is reported that students seeking work and discouraged workers will be excluded from the definition, while future starts and persons temporarily laid-off (without formal job attachment) will be included in the definition.

7. Classifications used:

Employed persons will be classified by industry, by occupation and by status in employment. Both employed and unemployed persons will be classified by educational level.

(a) Industry

Based on the question: What is the main economic activity of your main place of work (enterprise, institution or organization)?. For coding industry, the national classification will be used. Links to ISIC-rev.2 will be established at the major division (1-digit) level.

(b) Occupation

Based on the question: What is your main employment?. For coding occupation, the national classification will be used. Links to ISCO-88 will be established at the major group (1-digit) level.

(c) Status in employment

Based on the question: What is your status in employment at your main place of work?. For coding this variable, 5 groups will be used: 1) Employee, 2) Employer, 3) Member of producers' cooperative, 4) Independent worker, and 5) Unpaid family worker.

(d) Level of education

Persons aged 6 years and over will be asked their highest educational level. Links to ISCED will be established.

8. Main differences compared with the previous census:

The category of unemployment and the status in employment classification have been introduced.

9. Publication of the census results:

The final results of the census are planned to be issued in August/December 2001.
