Trade dispute

A major trade dispute is an interruption of work which is continuing or a dispute which may lead to an interruption of work, which has seriously jeopardised or is likely to jeopardise seriously the economy of the State.

Lockout

An action taken by an employer or employers to prevent workers from entering the establishment.

The definitions are taken from the Antigua Labour Code.

Strikes and lockouts

The basic unit of measurement used to record a strike or lockout is the case of dispute.

Work stoppages arising from the same case of dispute, occurring simultaneously, are counted as one strike or lockout. Those resulting from the same case of dispute, but occurring at different times, are counted as separate strikes or lockouts.

Duration

The duration is measured in workdays from the date on which the strike or lockout began in the first economic unit involved up to the date on which it terminated in the last one.

Reference period and periodicity

The statistics are compiled and published for periods of a year. They refer to strikes and lockouts beginning during the particular reference period only.

There is a legal obligation to report the occurrence of a strike or lockout. The dispute should be reported to the Labour Commissioner by any party concerned (section K14, section K4(3)(iii), section B5(2)(a)), indicating the causes of the dispute and the parties involved, and supplying a full report of the case at conciliation.
