The statistics do not cover essential services such as the supply
of bread, water, electric power, public transport, health
services, public order, courts, postal services,
telecommunications, broadcasting, education, social insurance and
customs. Workers in these activities are forbidden by law to
take strike action.
Workers
Workers involved directly and workers involved indirectly. In
additional to regular paid employees, the statistics cover
seasonal workers. Workers absent because of sickness, holidays
or any other reasons are not covered.
No particular occupational groups are excluded.

Strike
A voluntary temporary work stoppage by employees, whether manual
or non-manual, with the purpose of improving working and living
conditions, protecting workers, increasing wages, providing
social insurance and other rights derived from the work
relationship, based on a contract of work between a workers'
organization and an employer.
This definition is based on the law of February 1991.
Methods of measurement
Time not worked
Time not worked is measured in workdays as the product of the
number of workers involved and the duration. Overtime is not
taken into account.

following the amendment of the law concerning strikes in February
of that year.

Methods of data collection
There is a legal obligation for the workers' organization
involved or the authorized representatives of the workers
involved to give 15 days' notice of a strike to the corporate
managers of the enterprise concerned, the relevant ministry and
the police. The notice should include the demands, duration,
place and number of participants. A strike announced for the
first time may not last longer than one workday and a strike
non-announced not more than the hour. Statistical data about the
strike are collected by the enterprise and sent to the
Directorate of Statistics through the relevant ministry.
