Work stoppages initiated by employers and overtime bans are not
included.
Minimum threshold
Duration of at least 48 hours.
Economic activities
National defence, that is, the armed and paramilitary forces
(police, fire brigade, customs, etc.) is not included, because
this branch is responsible for ensuring the nation's safety and
security. Any collective and concerted action by its members is
considered as an attack on the nation's safety, and as a result,
they do not have the right to strike.
Workers
Workers directly involved and workers indirectly involved. In
addition to regular paid employees, the statistics cover
temporary and seasonal workers, but not casual workers or unpaid
family workers.
The number of workers involved does not include workers laid
off, or workers absent on sick or annual leave or absent for any
other reason. There is no part-time work in the country.
No particular occupational groups are excluded from the
statistics.

Concepts and definitions
Strike
The voluntary and collective stopping of work decided by
employees with a view to obtaining material and moral
improvements.
Lockout
The closure of workshops or factories decided by one or more
employers refusing to provide work for their employees in order
to break a strike movement or resist demands.
Methods of measurement
Strikes and lockouts
The basic unit of measurement used to record a strike is the case
of dispute and the economic unit (the establishment or
enterprise).
A strike interrupted but later resumed, still due to the same
case of dispute, is counted as a continuation of the same strike
if the interruption does not exceed 48 hours.
Economic units involved
The economic unit is the establishment or enterprise. The
establishment is defined as the economic unit for the production
of goods and services.
Workers involved
The number of workers involved is counted as the maximum number
of workers that took part during the course of the stoppage, even
if some workers participated for only part of the duration.
Duration
Duration is measured in terms of workdays.
Time not worked
Total time not worked is measured in terms of workdays by
ascertaining the total amount of time not worked on each day of
the strike, and summing these totals. Time not worked is
measured for workers directly involved and for workers indirectly
involved. Overtime is not taken into account.

Data are classified by branch of economic activity using the
International Standard Industrial Classification, 1968 (ISIC).
Occupational group
Data are classified by occupational group using the
International Standard Classification Classification of
Occupations (1968).
Reference period and periodicity
The statistics are compiled and published for periods of a
quarter and a year. Information collected refers to strikes
beginning during the particular reference period only.

There is a legal obligation applying to one or other of the
social partners concerned to report the occurrence of a strike to
the Département du Travail, supplying the following information:
the establishment concerned, the date and time the strike began,
the number and category of workers involved, the cause of the
strike and its location.
