Strikes and lockouts: The statistics cover:

Action such as working to rule, go-slows and overtime bans is not included.

Minimum threshold: none.

Economic activities: All economic activities and sectors, except the armed forces.

Workers: Paid employees (full- and part-time), including temporary, casual and seasonal workers. Self-employed workers and unpaid family helpers are not included.

Geographic areas: Whole country.

Other: Small firms not registered in the business register (usually up to 25 employees) are not covered.

Strike: A stoppage of work on the part of the employees as a result of antagonism between the employer and workers in the course of collective bargaining, or for other reasons.

Lockout: A stoppage of work on the part of the employer, mainly in the course of collective bargaining, or for other reasons.

Methods of measurement

Strikes and lockouts: The basic unit of measurement used to record a strike or lockout is one work stoppage due to a single case of dispute in a particular economic unit (enterprise). The resumption of a strike or lockout that is interrupted but begins again, still due to the same case of dispute, is counted as a new strike or lockout.

Work stoppages arising from the same case of dispute, occurring simultaneously in different establishments of the same enterprise are counted as one strike or lockout. Those arising from the same case of dispute, occurring at different times in different establishments of the same enterprise, and those resulting from the same case of dispute but occurring simultaneously or at different times in establishments of different enterprises are counted as separate strikes or lockouts.

Establishments: The number of enterprises is measured. An enterprise is defined as the legal unit registered in the business register.

Workers involved: The number of workers involved relates to workers directly involved and workers indirectly involved. It is counted as the maximum number of workers that took part during the course of the stoppage, even if some workers participated for only part of the duration. Part-time workers are counted as individuals on the same basis as full-time workers. Workers laid off, or workers absent on sick or annual leave or absent for any other reason are not included.

Duration: The duration is measured in workdays (workhours in the case of short stoppages) within one enterprise, from the first day of the stoppage in the first establishment or local workplace involved to the last day in the last establishment or local workplace involved, if the case of dispute is the same.

Time not worked ("time lost"): Total time not worked is measured in workdays (workhours in the case of short stoppages) as the product of the number of workers involved and the duration. Time not worked is also measured for workers indirectly involved. As part-time workers are counted as individuals on the same basis of full-time workers, their shorter working hours are not taken into account. Overtime is included if a specific request was made by the employer for overtime to be worked.

Reference period and periodicity

The statistics are compiled for periods of a month, and are published quarterly for periods of three months and a year. They refer to strikes and lockouts beginning during the particular reference period plus those continuing from the previous period.

There is a legal obligation applying to employers to report the occurrence of a strike or lockout to the district agencies of the statistical office. A standard form is used for this purpose.
