Public administration is not included, for economic, political
and social reasons.
Workers
Workers directly involved only. In addition to full-time,
regular employees, the statistics cover temporary workers, as
well as workers absent on sick or annual leave or absent for any
other reason (e.g. ordinary or special leave). Casual and
seasonal workers, unpaid family workers and workers laid off are
not included.
No particular occupational groups are excluded.

Concepts and definitions
Strike
A temporary work stoppage wilfully effected by a group of workers
with the aim of protecting their rights.
Lockout
A temporary work stoppage effected by one or more employers with
the aim of enforcing or resisting a demand, or expressing a
grievance.
These are working definitions for statistical purposes.
Methods of measurement
Strikes and lockouts
The basic unit used to identify a single strike is the case of
dispute in an economic unit (enterprise or local workplace). The
continuation of a strike that is interrupted and later resumes,
still due to the same case of dispute, is considered to be part
of the same strike, but only if the interruption does not exceed
24 hours.
Work stoppages resulting from the same case of dispute,
occurring simultaneously or at different times in establishments
of the same enterprise, are considered to be part of the same
strike. Those resulting from the same case of dispute, whether
simultaneous or at different times, in establishments of
different enterprises, are treated as separate strikes.
Workers involved
The number of workers involved is the maximum number of workers
that took part during the course of the strike, whether for the
whole duration or only part of it.
Duration
The duration is measured in days, from the date the strike began
to the date it finished in the economic unit involved.
Time not worked
Total time not worked is measured in workdays as the product of
the number of workers involved and the duration. Overtime hours
are not taken into account.

The data are classified by branch of economic activity according
to the International Standard Industrial Classification (ISIC).

and published for periods of a year. They refer only to strikes
beginning during the particular reference period.
