Organization responsible for the statistics
The Dirección General de Trabajo of the Ministerio de Trabajo y
Promoción Social collects the statistics, which are compiled by
the Dirección General de Planificación y Presupuesto and the
Dirección de Estadística of the same ministry, and published by
the Instituto Nacional de Estadística e Informática (INEI) and
the ministry.

Lockouts, go-slows, overtime bans, sit-ins and rotating or
revolving strikes are not included.
Information on lockouts is collected in accordance with
different labour legislation.

Economic activities
Public administration, the armed forces and the police are not
included, as the Ministerio de Trabajo y Promoción Social only
collects statistics of strikes in the private sector which are
covered by labour legislation.
Workers
Workers directly involved and workers indirectly involved. The
statistics only cover full-time, regular paid employees.
Temporary, casual and seasonal workers, unpaid family workers,
workers laid off, workers absent on sick or annual leave, or
absent for any other reason are not included.
No particular occupational groups are excluded.

Concepts and definitions
Strike
A temporary work stoppage by one or more groups of workers as
provided for in the labour legislation.
Lockout
A temporary work stoppage effected by the employer.
These definitions come from labour relations laws.
Methods of measurement
Strikes and lockouts
The basic unit used to register a strike is the case of dispute.
The continuation of a strike that is interrupted and later
resumes, still due to the same case of dispute, is considered to
be a new strike.
Work stoppages due to the same case of dispute, occurring
simultaneously or at different times in different establishments
of the same enterprise are treated as the same strike. Those
resulting from the same case of dispute, but occurring in
establishments of different enterprises, simultaneously or at
different times, are counted as separate strikes.
Workers involved
The number of workers involved is the maximum number of workers
that took part in a strike, whether for the whole duration or
only part of it.
Duration
The duration is measured in workdays, from the date the strike
began in the first economic unit involved to the date it
terminated in the last one.
Time not worked
Total time not worked, in work hours, is the product of the
number of workers involved and the duration. It is measured for
all workers involved, whether directly or indirectly, but not
separately. Overtime hours are not taken into account.

- denunciation (non compliance with agreement, violation of
workers' rights)
Branch of economic activity
The data are classified by branch of economic activity according
to the International Standard Industrial Classification of All
Economic Activities (ISIC). There is no method for classifying
general strikes by economic activity.
Reference period and periodicity
The statistics are compiled for periods of a month and a year,
and are published for periods of one year. The number of strikes
and the number of workers involved refer to strikes beginning
during the particular reference period. The amount of time not
work relates to strikes beginning during the reference period as
well as those continuing from the previous period.

Methods of data collection
There is a legal obligation to give notice of a strike. Trade
unions and employers are required to supply the Dirección General
de Trabajo del Ministerio de Trabajo y Promoción Social with
information on the time of the strike, the name of the trade
union, the starting date, the cause and the number of workers
involved. There is no standard form for supplying this
information. Data are also obtained from trade unions, by post.
