Coverage

Strikes and lockouts: The statistics cover:

Unofficial or unconstitutional strikes are not included, nor are lockouts (work stoppages initiated by employers), or other types of action such as working to rule, go slows and overtime bans.

Minimum threshold: duration of two hours.

Economic activities: All economic activities and sectors.

Workers: All workers, excluding unpaid family workers and self-employed workers.

Geographic areas: Whole country.

Strike: a temporary voluntary refusal of workers to execute, fully or partly, their duties with a view to settling a collective labour dispute.

Methods of measurement

Strikes and lockouts: The basic unit of measurement used to record a strike is a work stoppage in one establishment. A strike which is interrupted and later resumed is considered to be a new strike.

Establishments: An establishment is a separate legal entity carrying out an economic activity at a single location. The number of establishments involved is counted for all types of strikes, including general strikes.

Workers involved: The number of workers involved relates to workers directly involved and workers indirectly involved. It is counted as the total number of workers that took part during the course of the strike. The number of part-time workers is converted to full-time equivalents. As well as regular paid employees, the statistics cover temporary or casual workers and seasonal workers. Workers laid off during the strike or absent on sick or annual leave during the strike are not included.

Duration: The duration of a strike is measured in workdays and workhours, as the number of days (or hours) on which there was a work stoppage.

Time not worked ("time lost"): Time not worked is measured in workdays and workhours by determining the total amount of time not worked on each day of the strike and summing the totals. The shorter working hours of part-time workers are taken into account in the statistics. Overtime is not taken into account in the estimate of time not worked.

The statistics are compiled for periods of a month.

The statistics published by the ILO relate to strikes beginning during the reference period as well as those continuing from the previous period.

The amount of time not worked is included in the statistics for the period when the strike ended.

The statistics are published each month and year.

Data published by the ILO: The following data are furnished regularly to the ILO for publication in the Yearbook of Labour Statistics., relating to strikes: number of strikes, number of workers involved, number of days not worked and rates of days not worked, by economic activity.

Confidentiality: The statistics provided to the statistical bodies by individual establishments are confidential.

International standards

The international statistical standards were taken into account when the methods used for collecting and compiling the statistics were designed.

Methods of data collection

There is a legal obligation, established in the Federal Law on Settlement of Collective Labour Disputes, for the employer to notify the Service for the settlement of Collective Labour Disputes about an impending strike. On the first day of the strike, the employer reports the information on the strike to the local statistical body using a standard form.
