Minimum threshold
Duration of at least one hour.
Economic activities
Public administration and defence are not covered, as these fall
outside the competence of the Labour Inspection.
Workers
Workers directly involved only. As well as regular paid
employees, including part-time workers, the statistics cover
temporary, casual and seasonal workers. Unpaid family workers,
workers laid off, and workers absent on sick or annual leave or
absent for any other reason are not included.
No particular occupational groups are excluded.

Concepts and definitions
Strike
A temporary work stoppage wilfully effected by a group of workers
with a view to enforcing or resisting a demand or expressing a
grievance.
Lockout
A temporary work stoppage wilfully effected by one or more
employers with a view to enforcing or resisting a demand or
expressing a grievance.
These are working definitions for statistical purposes.
Methods of measurement
Strikes and lockouts
The basic unit of measurement used to record a strike or lockout
is the economic unit (enterprise). Once a strike or lockout is
interrupted at the request of De Bemiddelingsraad voor Geheel
Suriname, it is counted as one strike or lockout. When a
strike or lockout has been terminated, but starts again because
of the same dispute, it is considered to be a different strike or
lockout.
Work stoppages arising from the same case of dispute,
occurring simultaneously or at different times in different
establishments of the same enterprise are counted as one strike
or lockout, if there has been no break between stoppages. Those
arising from the same case of dispute, but occurring either
simultaneously or at different times in establishments of
different enterprises are counted as separate strikes or
lockouts.
Economic units involved
The economic unit is the enterprise.
Workers involved
The number of workers involved is the average number of daily
absences during the period of the strike or lockout. Part-time
workers are counted as individuals on the same basis as full-time
workers.
Duration
The duration is measured in workdays from the date the strike or
lockout began to the date it terminated in the enterprise
involved.
Time not worked
Total time not worked is measured in workhours and workdays, by
ascertaining the total amount of time not worked on each day of
the strike or lockout, and summing these totals. Time not worked
measured in workhours is converted to workdays. The shorter
hours worked by part-time workers are taken into account as time
not worked is measured in workhours. Overtime is not taken into
account.

Branch of economic activity
The statistics are classified according to branch of economic
activity, using the International Standard Industrial
Classification of All Economic Activities (ISIC).
Reference period and periodicity
The statistics are compiled for periods of a month and a year,
and are published for periods of a year. They refer to strikes
and lockouts beginning during the particular reference period
plus those continuing from the previous period.
