Primary and service sectors are not covered, although the service
sector should be included in the near future.

Concepts and definitions
Partial stoppage (paro parcial)
A stoppage affecting several areas of production within an
enterprise, or all areas, lasting less than one working day.
Total stoppage (paro total)
A stoppage affecting all areas of production within an
enterprise and lasting at least one working day.
Strike
A temporary work stoppage involving all areas of production for
an undefined period of time.
These are working definitions used for statistical purposes.
Methods of measurement
Strikes and lockouts
The basic unit of measurement used to record a strike is the
economic unit. The resumption of a work stoppage that is
interrupted but later begins again, still due to the same case of
dispute, is counted as a new strike.
Work stoppages arising from the same case of dispute,
occurring simultaneously in different establishments of the same
enterprise are counted as the same strike. Those resulting from
the same case of dispute, occurring at different times in
different establishments of the same enterprise are counted as
separate strikes. Those resulting from the same case of dispute
but occurring simultaneously or at different times in
establishments of different firms are counted as separate
strikes.
Economic units involved
The economic unit is the establishment, defined as a unit
producing industrial goods and services, with its own
administration. The number of economic units involved is not
measured for general strikes declared by the central workers'
organization.
Duration
The duration of a strike is measured in workdays.
Time not worked
Total time not worked is measured in workdays.
Classifications
Branch of economic activity
The data are classified by branch of economic activity using an
adaptation of the International Standard Industrial
Classification (ISIC).
Reference period and periodicity
The statistics are compiled and published for periods of six
months. They refer to strikes beginning during the particular
reference period plus those continuing from the previous period.
