The statistics cover:
- constitutional or official strikes
- sympathetic strikes
- work stoppages initiated by employers
- work stoppages without due warning (paros
intempestivos)
Unofficial strikes, political or protest strikes, general strikes
and rotating or revolving strikes are not included, nor are
sit-ins, working to rule, go-slows or overtime bans are excluded.

Workers
Workers directly involved, workers indirectly involved and
workers rendered idle in other economic units than those directly
involved in the strikes. In addition to regular paid employees,
including part-time workers, the statistics cover temporary and
casual workers and workers on commission. Seasonal workers,
unpaid family workers, workers laid off and workers absent on
sick or annual leave or absent for any other reason are not
included.

Concepts and definitions
Strike
The right of workers to stop work collectively and not to go to
the premises of the enterprise where they work for the duration
of the strike.
Sympathetic strike (huelga de solidaridad)
A strike by workers in a particular office, occupation or
branch of activity with the sole objective of supporting other
workers in the same office, occupation or branch of activity in
their economic demands addressed to their employers.
Lockout
The temporary closure of the enterprise by the employer.
The definitions come from labour laws and decrees.
Methods of measurement
Strikes and lockouts
The basic unit of measurement used to record a strike is the case
of dispute in an economic unit. The resumption of strike or
lockout that is interrupted but later begins again, still due to
the same case of dispute, is treated as the continuation of the
same strike or lockout.
Economic units involved
The economic unit is the enterprise.
Workers involved
Part-time workers are converted to full-time equivalents on the
basis of their hours of work.
Duration
The duration is measured in workdays, calendar days or workhours.
Time not worked
Total time not worked is measured in work hours. As a result,
the shorter working hours of part-time workers are taken into
account. Overtime is not taken into consideration.
