Economic activities:
Not all economic activities are covered. Activities with low
injury rates are not covered, including: retail trade,
education, sciences and related services, culture and art,
finance, administration and management.

Small establishments are not covered.
Types of occupational accidents covered
The statistics cover reported injuries due to all types of
occupational accidents, including accidents occurring on the
direct way to the place of work and on the way back, if the
transport was provided by the employer. Traffic accidents in
which workers are involved during working hours and which occur
in the course of paid employment are considered as occupational
accidents.
Statistics of occupational diseases are compiled and
published separately.
Concepts and definitions
The terms used and their definitions conform to those included in
the Resolution concerning Statistics of Occupational Injuries
(resulting from occupational accidents) adopted by the Sixteenth
International Conference of Labour Statisticians (1998), except
for the following:
Commuting accident:
an accident occurring on the direct way between the place of work
and
- the place where the worker usually takes his/her meals; or
- the place where he/she usually receives his/her remuneration,
which results in death or personal injury involving loss of
working time.
Minimum period of absence from work:
one day.
Maximum period for death to be considered a fatal occupational injury:
none.
Types of information compiled
(a) personal characteristics of workers injured:
not applicable;
(b) amount of worktime lost;
(c) characteristics of accidents:
cause of accident, type of accident, number of persons injured;
(d) characteristics of injuries:
death or extent of disability;
(e) characteristics of employers or workplaces:
region, economic activity; type of ownership, size of
establishment.
Measurement of worktime lost
Worktime lost is measured in workdays. It is compiled for all
types of occupational injuries, excluding fatal injuries, as
follows:
- temporary incapacity to work: number of days of disability
(provided by a medical institution);
- permanent incapacity to work: number of days of temporary
disability till permanent incapacity to work.
Temporary absences of less than one day for medical treatment are
not included.

(f) cause of accident:
cause of accident, type of event;
(g) duration of absence from work;
(h) characteristics of workers:
sex, age group (below 18 years, 18 years and over);
(i) characteristics of accidents:
total number of persons injured;
(j) characteristics of employers or workplaces:
size of establishment, region, type of ownership.
Crossclassifications:
- cause of accident and economic activity;
- type of event and economic activity.
Reference period
Year.
An injury is included in the statistics for the period (year) in
which the accident occurred.
Worktime lost is included in the statistics for the period (year)
when the person returned to work.
Estimates
Totals:
- number of persons injured, of whom, those fatally injured;
- number of work days lost.
Averages:
- number of days lost per person injured
Rates of persons injured per 1,000 workers.
Historical background of the series
The statistics have been compiled by region since 1980. Since
1994, data have been compiled according to economic activity.
In 1996, the number of economic activities covered was reduced,
and since then small establishments in the activities covered
have been excluded.

Data published by ILO:
The following tables are furnished regularly to the ILO for
publication in the
Yearbook of Labour Statistics, relating to reported
occupational injuries: number of persons fatally injured, number
of persons injured with lost workdays, total of these two groups;
number of workdays lost by persons injured with lost workdays;
rates of fatal injuries. The number of persons at risk (total
number of persons employed) is also supplied and stored in the
LABORSTA database.
Confidentiality:
Aggregate data are published, but data relating to individual
employers are confidential.
International standards
The international statistical standards were taken into account
when the methods used for collecting and compiling the statistics
were designed.
The representative organizations of employers and workers and
other users were consulted when the statistical system was
designed.
Method of data collection
Type of survey:
Survey of establishments. Survey establishments send reports to
the State Statistical bodies with summaries of information on
occupational injuries during the reference period.
Data collected:
- number of persons injured;
- amount of worktime lost;
- characteristics of employer: region, economic activity, type
of ownership.
Universe of the survey:
not available.
Sampling:
Complete enumeration of large and medium-sized establishmentsin
the economic activities covered. Small establishments are
excluded.
Field work:
The data are collected once a year.
Data processing:
The information is checked by computer.
Estimates:
Total number of persons injured, rates of injury and
average number of days lost per person injured.
