Twice-yearly reports on occupational injuries submitted by all enterprises to the Statistical Office (IIRS).

Objectives and users

To provide information on the number of occupational injuries for prevention purposes.

Major users:

central government authorities, principally, the Ministry of Labour, Social Affairs and Family, Ministry of Health, Social Insurance, Labour Safety Office, Mining Office, etc.

Coverage

Workers:

All persons employed, with health insurance, including employees of state, private and cooperative owned enterprises, free-lance workers: artist, scientific workers, journalists, etc.

In 1998, 1,094,371 workers were covered by the statistics.

Economic activities:

All economic activities and sectors.

Geographic areas:

The whole country.

Workers injured outside the country, and workers not resident in the country are not included.

Establishments:

All types and sizes of establishment.

Types of occupational accidents covered

The statistics cover injuries due to all types of occupational accidents, including transport accidents during official business trips.

Statistics of occupational diseases are compiled and published separately.

Commuting accidents are not covered.

Occupational accident:

an accident occurring during work.

Occupational injury:

an injury incurred by an employee during work or in connection with work.

Temporary incapacity for work:

a temporary period during which an employee is unable to work, as certified by a medical commission.

Permanent incapacity for work:

permanent inability to work as certified by a medical commission.

Minimum period of absence from work: one day.

Maximum period for death to be considered a fatal occupational injury: none.

(c) characteristics of accidents: none

(d) characteristics of injuries;

(e) characteristics of employers or workplaces: none.

Measurement of worktime lost

Worktime lost is measured in calendar days, for cases of temporary incapacity to work only.

Temporary absences for medical treatment are not included in worktime lost.

An occupational injury is included in the statistics for the period in which the accident occurred.

Worktime lost is included in the statistics for the period in which the accident occurred.

Historical background of the series

The statistics were first compiled in 1949, covering insured persons and occupational injuries and diseases.

The following changes have been introduced in recent years: With the transition to a market economy, information began to be collected according to form of ownership (state, cooperative or private), and for all economically active persons.

Only the basic data are published. Other information can be provided to users on request, in the form of tables, data sets, etc. Data can be supplied on magnetic tape and diskette.

Data published by ILO:

The following data are furnished regularly to the ILO for publication in the Yearbook of Labour Statistics, relating to reported occupational injuries according to economic activity: number of persons fatally injured, total number of persons injured; rates of fatal injuries.

Confidentiality:

There are no restrictions on the publication of the data.

International standards

The following international standards were taken into account when the statistical system was last updated: Resolution concerning statistics of occupational injuries, adopted by the Thirteenth International Conference of Labour Statisticians (1982), the Labour Statistics Convention (No. 160) and Recommendation (No. 170), 1985.

The following organizations were consulted: Ministry of Labour, Social Affairs and Family, Ministry of Health, Social Insurance, Labour Safety Office and Mining Office.

Method of data collection

Type of survey:

Establishment survey.

Data collected:

A standard form (Ur 1-02) is used to collect the information. Data are collected about:
  1. workers in the establishment:
  2. the injuries incurred:
  3. financial compensation paid:
  4. type of insurance group (state employees, cooperative members and employees, private enterprise employees, free-lancers: artists, others).

Universe of the survey:

The IIRS register of enterprises, which is updated twice a year by the Statistical Office. It covers 11,315 reporting units (enterprises, joint-stock companies, private firms, small plants, etc.).

Sampling:

Complete enumeration.

Field work:

Twice a year, for the first six months then the full year, forms are completed by employers, on the basis of records maintained in the establishments, and sent to the Regional Management of the Statistical Office.

Data processing:

The information is checked first by the staff of the Regional Management of the Statistical Office, then processed by computer in the CompuTechCo, j.s.c (Podnik vypoctovej techniky, a.s.). Missing data are followed up by telephone.

Estimates:

Not relevant.

Reliability of the estimates:

The data are revised only if mistakes were detected in the reports from the enterprises.

Changes planned:

In 1999, a new indicator is being introduced: total costs of occupational injuries.
