THE APPEAL IS ALLOWED AND IT IS ORDERED THAT: 1. THE DECISION OF 24 APRIL 1985 BE QUASHED; 2. THE DIRECTOR-GENERAL DIRECT THAT THE HOURS OF THE COMMISSARY BE RESTORED TO THOSE IN FORCE BEFORE 13 FEBRUARY 1984; AND 3. THE COMPLAINANT BE AWARDED US$100 AS COMPENSATION AND US$1,000 AS COSTS.
