4. Increasing coverage and efficiency of active labour market programs, strengthening integration of the citizens into the labour market with special needs of social security and those who have difficulties in finding jobs;

The strategy has the following targets : 1. By 2030, increase proportion of population formally employed in non-agriculture to 80% (Baseline and reference year: Proportion of the hired employees in non-agriculture sector - 48,1%; 2017). 2. By 2030, reduce unemployment rate to 4%, including reduction of unemployment among women and youth to the minimum level (Baseline and reference year: Unemployment rate- 5%; women-5,9%; youth (15-24) - 12,9%; youth (15-29) - 9,2%; 2017). 3. By 2030, reduce proportion of youth (15-24) not in Education, Employment, or Training (NEET) to 15% (Baseline and reference year : Proportion of youth (15-24) not in Education, Employment, or Training - 23%; 2017). 4. Achieve higher levels of economic productivity through diversification, technological upgrading and innovation, including through a focus on high-value added and labour-intensive sectors and increase labour productivity by 2030 twofold (Baseline and reference year : Labour productivity in current prices for 1 man/hour - 4,4 USD; 2017). 5. (Baseline and reference year : Ratio of minimum wages to wages of hired employees is 22%; 2017 ; Ratio of minimum wages to subsistence minimum-75%; 2017). 6. By 2020, increase share of finances allocated to the active labour market programs to 0.1% of the GDP (Baseline and reference year : 0, 01%; 2017). 7. By 2030, increase level of provision of jobs for citizens applying to the State Employment Service to 70%. (Baseline and reference year : 40%; 2017). 8. By 2030, engage at least 20% of citizens applying to the State Employment Service in vocational training (Baseline and reference year : 3%; 2017). 9. By 2030, provide new service model in employment centres (Baseline and reference year : 3 employment centres; 2017). 10. By 2030, increase number of regional vocational training centres to 10 (Baseline and reference year : 3 regional vocational centres; 2017). 11. By 2020, increase the range of self-employment programs by 6 times (Baseline and reference year : 1400 households, 2017). 12. By 2030, develop occupational standards for priority occupations in the labour market, develop updating mechanism for the standards and achieve development of all curricula on basis of occupational standards (Baseline and reference year : 300 occupational standards; 2017). 13.
