Cinq axes stratégiques ont été tracés pour la présente politique nationale de l'emploi.
Axe 1 : Placer l’emploi au coeur des politiques macroéconomiques et sectorielles pour influer sur la demande de l’emploi.
L’objectif poursuivi sous cet axe est de stimuler la croissance économique créatrice d’emplois décents en vue d’augmenter les revenus de la population active, de réduire la pauvreté et le sous-emploi, surtout en milieu rural.
Axe 2 : Développer les compétences et l’employabilité.
L’objectif est de réduire le chômage, notamment des diplômés, d’accroître l’employabilité des jeunes sortant du système scolaire et de leur permettre ensuite la mise à jour des compétences requises par la formation continue.
Axe 3 : Promouvoir le secteur privé, la protection sociale et développer les entreprises pour la création d’emplois décents.
Les objectifs de cet axe visent à étendre la protection sociale à l’ensemble de la population, à améliorer l’environnement des affaires et à soutenir le développement du secteur privé par la promotion des infrastructures d’appui à la production et de l’accès au crédit pour les investissements productifs.
Axe 4 : Instituer une politique de dialogue et de la gouvernance du marché du travail.
L’objectif poursuivi, sous cet axe, est de moderniser le cadre institutionnel et de dialogue social afin d’assurer une meilleure planification, mise en oeuvre et évaluation des stratégies, programmes et projets de création d’emploi mais aussi de mettre à jour régulièrement la réglementation du travail et les politiques de l’emploi.
Axe 5 : Promouvoir l’emploi des jeunes, des femmes, des personnes vivant avec un handicap et l’inclusion sur le marché du travail.
Cet axe important de la politique nationale de l’emploi a pour objectif le soutien à l’emploi, notamment des jeunes et des femmes, à travers de nouveaux financements aux institutions de la formation, le financement des initiatives des jeunes créateurs d’entreprises et d’emploi, tout en favorisant en particulier l’accès des femmes au marché du travail. |

III. Aumentar la inclusión y el acceso de grupos vulnerables de población a los servicios de formación profesional.
Acción 3.1: Eliminar la restricción de ingreso de menores de 18 años a los programas de INADEH, manteniendo la reinserción en la educación formal como primera opción.
Acción 3.2: Descentralizar la gestión de la formación profesional y capacitación laboral.
Acción 3.3: Evaluar y de ser necesario ajustar el actual sistema de becas y financiamiento educativo.
IV. Promover la valoración social de las carreras técnicas.
Acción 4.1: Impulsar una campaña de información y orientación para revalorizar el potencial de la educación técnica y la formación profesional.
V. Garantizar un fi nanciamiento adecuado y estable para el desarrollo del sistema de formación profesional.
Acción 5.1: Revisar la distribución de los fondos del seguro educativo a la luz de la estrategia propuesta y de las nuevas necesidades de Panamá.
