The consultation at regional level (2016) was coordinated with the National Council of Urban and Rural Development (CONADUR) and its subcommission the Departamental Commission of Economic Development, Competitiveness, and Decent Work (CODECED) that is integrated by Government Institutions at national and local level, representatives of indigenous people, civil society groups, academy and employers of local level. Additionally, workers organizations participated in the consultations at regional level.

The implementation plans for the National Policy for Decent Employment were drawn up within the framework of the CONED subcommittees. These action plans are being updated under the leadership of the Ministry of Labour in the context of post-Covid-19 recovery.

The National Commission of Decent Work (CONED) is chaired by the Minister of Labour and includes Ministers of Economy, Education and Social Development. A second level of decision making comprises Vice ministers of those institutions and Workers' and Employers' representatives. It is articulated around four (tripartite) sub commissions for each pillar of the national employment policy.
