Main areas of the Programme: - enhancing of active measures facilitating employment of the unemployed and socially vulnerable groups of the population through improvement of the regulatory-legal base dealing with employment issues, and development and implementation of some activities considering specific needs of individual vulnerable groups; - improving of quality and competiveness of the labor at the labor market through improvement of the educational, training and re-training system, development of social partnership in aspects of introduction of mechanisms of independent assessment and certification of vocational training by the employers; - development of the system forecasting demand in labor resources through analysis of the labor market, defining structure and scope of training of the specialists in line with needs of the sectors of the country’s economy; - ensure development of the full-pledged system for protection of rights and interests of the citizens of the Kyrgyz Republic implementing labor activity abroad; - formation and development of the effective system of public regulation of the labor migration through improvement of the legislation, informational and educational support, provision of services to the citizens of the Kyrgyz Republic having willingness to work outside the country; - development of forms and methods of regulation of the labor migration based on development of bilateral and multilateral interstate relations; - extension and enhancing of the public-private partnership in organization of training, referral and protection of the citizens of the Kyrgyz Republic implementing labor activity abroad; - improving of quality and efficiency of work of the employment agencies providing services in field of employment and migration.

- Annual increasing of jobs by 1,5 thousand units in sphere of the small and medium size business. - Reduction of total unemployment rate up to 8 %, rate of formal unemployment – up to 2 %. - Number of the unemployed who were employed by the employment agencies within total number of the registered unemployed will be not less than 40 %. - Proportion of the unemployed who got their jobs after vocational training is at least 70 %. - Annual increasing of indicators of employment of the young specialists by 5 %. - Number of the employed people with disabilities – at least 5% of total number of the employed. - At least 10% of people who visited the fair of vacancies on order to find job are employed. - Annual provision of 15 thousand unemployed citizens with temporary jobs. - At least 40% of the unemployed registered at the employment agencies are covered annually through active interventions in field of employment promotion. - At least 95% of the unemployed youth registered in the employment agencies are covered annually by professional orientation services.
