• Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan. • The Unemployment Insurance Fund is a special purpose state financial fund owned by the state, managed by the body (institution) determined by the relevant executive authority and having an independent budget outside the state budget. The Unemployment Insurance Fund allocates funds for the organization of vocational training and additional education, the provision of vocational guidance services, the organization of paid public works, the creation of social enterprises and the implementation of targeted programs, and unemployment insurance payments. At the same time, it finances youth employment programs (projects) through the organization of labor exchanges, vocational training courses, retraining and professional development, and other active employment measures. ∙ The financial resources of the Unemployment Insurance Fund cover: - Insurance premiums paid in accordance with the procedure established by this Law, - Revenues from administrative fines imposed for administrative offenses stipulated in the Code of Administrative Offenses of the Republic of Azerbaijan for violation of the requirements of this Law, - Grants, donations and assistance provided in accordance with the Law of the Republic of Azerbaijan “On Grants”, - Bank loans, - Other sources stipulated by law and the relevant executive authority.

One of the main goals of the Employment Strategy of the Republic of Azerbaijan (2019-2030) is to reduce the level of unemployment among young people to a minimum and to 15% for young people who are Not in Education, Employment, or Training (NEET). The Employment Strategy contains provisions for the achievement of the following goals: - Developing micro, small and medium-sized enterprises; - Improving the regulatory framework on labour market regulation and integration of young people who experience difficulties in finding a job into the labour market, - Creating favourable conditions for the implementation of an effective employment policy; - Implementing measures to promote youth employment; - Expanding the scope of activities for active employment; - Developing the social dialogue; - Supporting formalization; - Developing skills and improving labour standards; - Expanding the scale and increasing the effectiveness of active labour market policies, strengthening the integration of citizens who are in particular need of social protection and who experience difficulties in finding employment into the labour market; - Reducing the unemployment rate to 4%, including minimizing the unemployment rate among women and youth.

2024 and 2025: Issues related to youth employment are discussed at the meetings of the Tripartite Commission on Socio-Economic acIssues between the Government of the Republic of Azerbaijan, the Confederation of Trade Unions of Azerbaijan and the National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan. ___________________________________ 2023 The State Employment Agency in cooperation with the United Nations Development Program (UNDP) has established a virtual information resource BACAR. Work is currently under way to prepare a new Decent Work Country Programme. The priorities of the new Program are fully consistent with the "Framework Document on cooperation between the UN and the Republic of Azerbaijan in the field of sustainable development." 2024 and 2025: The state employment policy in the country is implemented on the basis of international norms and standards in close cooperation with many international organizations, especially the International Labor Organization. The successful implementation of the second Decent Work Country Program, which defines the priorities of cooperation between the Government of Azerbaijan and the International Labor Organization for 2016-2020, has contributed to the implementation of important social development goals in the country. Within the framework of this cooperation, programs of self-employment and joint financing of wages are implemented for unemployed and job-seekers in the country based on the methodology of the ILO. Currently, a new country programme for 2024-2028 is being prepared with the participation of ILO and social partners. _______________ 2023 survey: The national employment policy is implemented in close cooperation with many international organizations, especially the International Labor Organization, on the basis of international norms and standards. The successful implementation of the second Decent Work Country Programme, which established the priorities for cooperation between the government of Azerbaijan and the International Labor Organization for 2016-2020, contributed to the implementation of important social development goals in the country. The technical assistance project "Creating inclusive and decent jobs for socially vulnerable groups of the population" was signed on December 19, 2018 between the Ministry of Labour and Social Protection of the Population of the Republic of Azerbaijan and the United Nations Development Program. The purpose of this project is to increase capacities of unemployed citizens from the most vulnerable groups and to create opportunities for their productive employment in the formal labour market. Within the framework of the joint program “Ensuring the rights and well-being of women with disabilities and veterans of the Karabakh war”, implemented by the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan, the United Nations Development Program and the United Nations Population Fund, signed on February 12, 2021 and designed for two years, it is planned to implement measures to improve well-being and livelihoods of about 3,000 beneficiaries. _________________________________________________________________________ 2022 survey: Within the framework of the joint two-year programme “Ensuring the rights and welfare of women with disabilities and veterans of the Karabakh war”, implemented by the Ministry of Labour and Social Protection of the Population, UNDP and UNFPA, signed on 12 February 2021, it is envisaged implementation of measures to improve the welfare of about 3,000 persons belonging to the target groups. Five-year technical assistance project “Creating inclusive and decent jobs for socially vulnerable groups of the population” was signed on 19December 2018 between the Ministry of Labour and Social Protection of the Population and UNDP. The objective of the project is to enhance capacities for the unemployed job-seekers from the vulnerable sections of the population and create opportunities for their productive employment within the formal labour market.
