Morocco’s youth employment strategy has evolved through several frameworks. The National Employment Promotion Plan (PNPE) 2017–2021 set five clear objectives, including the creation of 1.2 million job opportunities, improving youth employability through 1 million short-term training placements, incentivising formal employment for over 500,000 jobseekers, supporting 20,000 entrepreneurial projects, and maintaining a labour force participation rate above 46%. 2025: In Morocco, a number of initiatives have been put in place to create and strengthen national partnerships to promote youth employment, in collaboration with various players: - Youth Economic Integration programmes in certain regions: Marrakech-Safi, for example. These are multi-player programmes (public/private/associative and regional and local players) that target young people within the framework of 2 ecosystems: improving employability and entrepreneurship. Partnerships with Chambers of Commerce and Industry: These partnerships help to bring together companies and young jobseekers. For example, initiatives are being taken to adapt vocational training courses to the needs of the labour market, thereby encouraging the integration of young people in strategic sectors such as the automotive and aeronautical industries. Partnerships with educational institutions: In pre-school education, for example, a training and integration programme for pre-school teachers is governed by a training partnership agreement with the key players in the pre-school education sector (MIEPEEC - National Education, Finance, INDH, ANAPEC, etc.) and set up by the Moroccan Foundation for the Promotion of Pre-school Education (FMPS). -Partnerships with the private sector: Morocco encourages public-private partnerships to promote youth employment.
