MOFED's Guidelines for the Preparation of Public Sector Projects, points out that "stand-alone projects have limited impact on the ground and prohibit governments from taking the driver's seat. Project-based support is perceived as having little impact on policies and constraining coordination between development stakeholders. Project aid is therefore criticized for bypassing government systems and imposing transaction costs to the recipient government."
