- Mozambique and South Africa: The LED approach's implementation with nation-wide coverage is more feasible when a framework of a national decentralisation policy is already in place. LED mechanisms of implementation, like LEDAs, are instruments which support the decentralizationÂżs process, reaching an added-value in term of political sustainability. LED coordination's instances at national level (LED inter-sector commission) are very useful to support the LED debate at national and sub-regional level and the relative influence in the sectoral policies and strategies, as well as in the PRSPs.
