Importance of the ability of the Technical Assistance to engage and build partnerships with the counterpart agencies and also to mobilise their human resources to participate in the capacity building process.This project has successfully established such relationships with Kisii Training Centre, Kenya Institute of Highways and Building Technology, Materials Branch, Roads 2000 projects as well as institutions and programmes outside the road sector (such as drawing in specialist expertise for the crosscutting issues). This not only builds ownership in the development process but also reduces the need for external support, thus limiting the TA to (i) acting as a catalyst to start new development initiatives, (ii) facilitate the development process and training, and (iii) mobilise specialist inputs not available locally.
