success:
A political, social or economical context that influences the constituents to develop a greater sensitiveness towards the issue of freedom of association and collective bargaining may ease the way to stronger commitments on their side, and eventually leads to a National Plan of Action as was the case for South Africa
context:
Strikes in the farm sector in South Africa in 2012 were part of the project’s scenario and clearly influenced the way the constituents addressed the diagnosis in the rural sector. In the case of Brazil, the recent Constitutional Amendment improving conditions for domestic workers built momentum to conduct the diagnosis.
description:
Lesson learned 4 on the use of the tool (Swedish project): The use of the tool and the sociological approach that it brings could be of particular value in specific sectors or countries where there is momentum, such as the specificities of an industrial relations system in a particular sector, or the social, economic and political context that places the issue as a priority in the agenda of the social partners.
