The EU Spotlight Initiative agreement did not allow for any changes to the programme design once it had been finalized. Humanitarian funds and development funds are typically kept separate across EU funding even though the COVID-19 pandemic created a situation where some humanitarian programming was required to meet the most pressing needs of WMWs within development programming.
