- The SAF Programme made the decision to use only one NPC in some programming countries to represent both UN agencies with the aim of achieving greater value for money. However, the result was that the NPCs were reportedly overworked and struggled to facilitate the sharing of partners across agencies when only one NPC represented both UN agencies. It was also challenging to find qualified country-level staff to fill the complex role of the NPC.

In particular, it was difficult for the NPC to learn the operating requirements of the other UN agency and to engage with partners from across both agencies. Having only one NPC to represent both UN agencies also made it more difficult for partners to understand how each agency was involved in the programme, thus limiting the potential to share partners and expand each agency’s partnership base through the joint programme.
