- Paragraph 85 of the ILO Strategic Policy Framework (2010-2015) states that communication and public information are the primary vehicles for conveying to the public how the organization is analyzing and tackling the main workplace challenges. By not having in place communication strategy there was no adequate and common communication approach which was partly responsible for the misconception that CEEIF component funds were grants. The project did not also have an exit strategy to guide project termination processes.
