- Women workers were not considered in the project analysis, so there could not be any specific benefits for them
The project did not begin the process of sensitizing the constituents to gender equality and discrimination issues

- The project application and the later revisions did not mainstream gender, meaning that attention was not given to policy issues facing women in employment as union members or as part of employer federations. For example, there is little recognition of equal pay and as wages are very low generally this would mean that women would be in a worse situation than men, especially if they are the bread winner of the family

- The background context for the project did not cover the situation of gender equality and discrimination in the country or in employment and none of the immediate objectives had a gender component.
Disaggregation of statistics was present in some reporting but was not consistent through out the application or the reports
The training materials sighted by the evaluator did not appear to discuss gender as a component of FOA and there was no technical support provided for gender equality issues
Lack of a PMP prevented gender issues from being taken up because there was no process for feedback to coordinators or management allowing corrective action to take place
The project revision amended the indicators and established the need for sex disaggregated participant statistics but did not recognise the lack of gender mainstreaming in other areas of the project
The evaluator notes (1) that the majority of ILO technical and other officers and international stakeholder organisation, who contributed to the project, were men (5f & 15m) and the majority of field visit interviewees were men.

- Officers responsible for project design should either be trained in gender equality policy or should call on technical support when the project is designed
ILO staff at the country and project level and those responsible for implementation, monitoring and reporting need training on ILO gender equality policy; conducting a gender audit in the Yangon Office, if one has not already been carried out, would be an important first step
