- challenges:
- In absence of oversight structures, the MAGNET project has been implemented in an insufficiently synchronized way, leaving the potential benefits of technical support aside in several cases. Several initiatives have been taken by the CTA without prior approval and pre-defined budget allocations.
- success:
- None
- context:
- A major weakness in the project design is the absence of a Project Steering Committee (PSC) which would have provided guidance to the CTA and ensured better oversight on project planning and implementation. Interesting results have been achieved, but not in full coordination with all Technical Departments of the ILO. More could have been done by the project in adopting a more cooperative approach which a PSC could have actively encouraged.
- description:
- The flexibility in implementation resulting from an incomplete project design and facilitated by the absence of an oversight mechanism sometimes results in positive achievements, but needs to be limited to ensure better coherence of all components and closer interaction with other key actors of the ILO
- administrative_issues:
- As a matter of comparison with another SDC funded project implemented by the ILO, the Labour Migration project in Bangladesh has both a Project Steering Committee (Policy level) and a Project Coordination Committee (Technical/Operational level). Roles and responsibilities of both are clearly defined and a Project Governance and Management chart describes the supervision mechanism of the project and the ways in which the project, the PSC and the PCC interact with Governments, Trade Unions, Employers and Civil Society.
