The main limiting factor with voluntary insurance as a means of extending social security coverage to African migrant workers is the fact that the contributors, who are mainly self-employed in the informal sector, have to pay the entire contribution by themselves, as they do not have the benefit of employer’s contribution, and that tends to discourage most voluntary contributors.
