comments:
The main beneficiaries are the R4D team and also the ILO itself. The reputation of the team and organisation is dependent very much on the quality of the implementation and management team. Core staff are in key positons but there is a renewed effort to focus on two key positions – capacity development adviser and an institutional planning adviser.
challenges:
The potential negative lessons is the current transition moves from an implementation and management model towards a more advisory role in R4D-SP. This may change the possible structure, context and make-up of the team as roles and responsibilities may change. A key lesson is to maintain close communication and draw upon available technical backstopping support.
success:
The main positive is that there is scope to refine and strengthen the teams structure and cohesion. With a new CTA there is scope to establish a new way of working and engaging with both MPWTC and DFAT.

The R4D program has relied heavily on the promotion and engagement of high-quality technical specialists and staff. Unfortunately, some positions have remained vacant for a considerable period. This has placed increased workloads and responsibilities and the existing team. The ILO has a global network of technical specialists and staff, however it is unclear as to why it has been a challenge to attract and retain quality consultants and advisors. In addition, Technical Backstopping until recently has been a challenge.
