- The GoTL’s contributions to date have been somewhat inconsistent with considerable uncertainty around the amount of funds to be contributed as well as the frequency and timing of such contributions. In addition, the availability of counterparts has not always been clearly known of defined which leads to uncertainty and an inability to plan appropriate capacity development initiatives within the defined program implementation timeframe.
