- The challenge is to find a balance between implementation needs and availability of financial resources. There is a need to better match the scope of activities with resources provided. While the concept of the project was well defined, the ambitious objectives were not matched with sufficient human resources.

- The shortage of staff in the project office and in the field required the project to re-allocate planned international consultancy man-days to fulfill the tasks of a Technical Officer and call on the support of National Project Officers of the GMS TRIANGLE project and the ILO Country Offices. This shows that the initial staff allocation was insufficient to timely implement all planned activities
