- The key users of the BW programme are: the identified national stakeholders in each country, including social partners, workers and employers and the implementing partners.

- Having a single funding source makes BW highly dependent on USDOL funding, which makes it considerably vulnerable and threatens its continuity, were USDOL funding to diminish or end.

- Having a single funding sources facilitates the reporting and the communication with the donor. Also, it eases any unexpected change that had to be done while implementing the programme.

- Within the context of implementing Haiti Hemispheric Opportunity through Partnership Encouragement Act of 2006 (HOPE), the participation in the BWH programme is mandatory for Haitian factories that are exporting to the United States. At the same time, BWN and BWL aimed at creating greater opportunities for women and men to secure decent employment and income by taking a sector specific approach to decent work.

- Depending in one single funding source for a country makes BW considerably vulnerable and threatens its continuity. USDOL is the sole funder of Haiti, Nicaragua and Lesotho. Other BW countries are funded by multiple donors including USDOL funding, i.e. Bangladesh, Cambodia and Vietnam. BW constitutes one of the five ILO flagship programmes, designed to enhance the efficiency and impact of its development cooperation with constituents on a global scale. It is, thus, crucial for its further continuation and development that the ILO/BW develop a long-term (and diversified) funding strategy.
