The pilot experience of this project has demonstrated that funding is key to progress achieved in the construction, rehabilitation and maintenance of rural feeder roads and the attendant employment creation capacity; the target set for 3 years to create 440,000 person days of employment for the youth could be easily realized if funding is adequate and available. The uncertainty of funding negatively affected project implementation in at least two important ways; first, project staff had to work with short-term contracts that often took a while to come through; second, projection of project activities could not go beyond one year at a stretch.
