Donors, international agencies, and NGOs in source and destination countries who seek to support migrant workers. The lesson is useful for governments of source and destination countries as well, as they can set systems for collaboration in countries of origin, whereby workers have membership of associations before they travel.
challenges:
An accompanying challenge has been that an organisation supporting workers was denied visa to enter one of the destination countries.
success:
WIF successfully partnered with several unions in India to organize or 26,000 workers at origin, among women who were in the domestic sectors, were potential migrants, and women who opted not to migrate.
context:
This lesson was learnt in the context of source countries being India, Nepal and Bangladesh, where it is possible for workers to join unions. The destination countries were Jordan and Lebanon, where migrant workers are not permitted to form unions.
description:
Collective representation can be organised better in source countries than destination countries. Targets for organising were surpassed in the source countries but not achieved in the destination countries. The stakeholders in destination countries stated clearly that information, and empowerment of workers must be achieved before sending them to destination. Even when workers have migrated, the support from unions and CSOs from their own countries has been very valuable (e.g. GEFONT, OKUP).
