- Challenge: Apart from administrative challenges in terms of management and monitoring functions the Project had to address the fact that the UN staff came from agencies that had their own organisational sub-cultures and working/reporting procedures and required technical back-stopping from the respective UN headquarters.

- Efforts were made to mitigate differences and build trust among the colleagues, and through developing a communication strategy, which was useful not only for bringing messages and communicate with the stakeholders - but also for the value added to the internal discussions among Project staff.

- The Project is a implemented as a UN Joint Program with technical support provided by the International Labour Organisation (ILO), UN Environment (UNEP), Food and Agriculture Organization (FAO), United Nations Conference on Trade and Development (UNCTAD) and International Trade Centre (ITC). The ILO is the lead agency with the additional role as Administrative Agent - responsible for administering the pass through funding, coordination, and management of activities. A Programme Management Unit is located in the ILO Office in Lusaka. A National Steering Committee is guiding the Project, chaired by the Ministry of Commerce and Trade.
