- An example of the challenges was demonstrated in visits to TVET centres in Mekelle, Ethiopia. The colleges had received DET and were committed to recruiting more students with disabilities to their courses but were unclear on the steps they needed to take to provide an inclusive environment. Support to help the colleges activate the action plans they developed at the DET would ensure the gains are more sustainable.

- PROPELs resources are limited compared to needs. Providing support takes resources. ILO will need to identify the main priority areas, and also continue to find partners and other funding sources to stretch the resources as far as possible.
