Capacities at local levels to implement the revised policies and educational curriculum need to be raised simultaneously

- Capacity building is essential, but must seek to build on existing capacities of the Government and technical educational and vocational institutions

- The YEF-EU project assisted with the revision of the National Youth Policy and Action Plan and made the revision of the BTVET entrepreneurship education syllabus.
Sustained political commitment - presence of strong political leadership and decisive political will are a key factor in the revision of policy frameworks and educational curriculums, and their implementation and enforcement
A broad and participative consultation process is needed and essential to creating a platform for social dialogue and gathering perspectives, experiences and opinions from the different social players to understand “living” issues.

- The important lesson learnt is that the revision of the national policies and educational curriculums requires an extended period of time from the preparation phase to approval. The design then of interventions should take into account this policy process by developing transitional interventions or action programmes in preparation for their eventual implementation.
