- Programme implementation
- category:
- Organizational issues
- comments:
- ILO, National Partners, unemployed youth
- challenges:
- Some weaknesses at the management structure level affected action and decision making, which in turn led to delays in the early stages of implementation (i.e. countries selection processes, decentralization of funds)
- success:
- The evaluation found that the project delivered the expected products on time, thereby reaching a high degree of efficacy and efficiency. The projects highly experienced and professional ILO staff (both at ILO HQ/RO and country level) and the support of all concerned national stakeholders were instrumental to a successful implementation.
- context:
- The selection of country proposals and the process followed for the design of interventions took time. The Project Outlines were developed through a thorough process of consultations that provided sound and informed technical inputs by several ILO experts (at HQ, RO and CO level) for the project formulation process.
- description:
- In the next phase, it is fundamental to carefully align implementation procedures to administrative and funding processes and take into account possible delays. These possible delays, along with national political agendas and institutional capacities and priorities, should also be taken into consideration when planning country-level interventions objectives and deliverables.
