ILO’s normative and supervisory functions provided increased political leverage to create an opportunity to bring effective change into labour relations and protection in a Member State.
context:
The implementation of the TCP in Qatar provides a clear example of how the ILO can operate at its best when it complements its normative function with technical cooperation to deliver change and address Member States and constituents’ needs. To maximise the synergy between these two aspects, a complaint is first needed a complaint to engage all parties at the table, as well as a technical foot in the ground to advance legislative change, build-up institutional capacity on specific issues and make workers knowledgeable of their rights. Reporting to the GB helps put pressure on stakeholders with regards to the need of delivering on their commitments within a specific timeframe.
