This lesson mainly targets those affected by Child Labour, that is, child labourers and their families. However, local communities would also largely benefit by an integrated approach on child labour issues by means of education and empowerment of future generations, possible improvement of working conditions insofar as the industry is involved and local empowerment through advocacy.
challenges:
Obviously the greatest challenge in this regard is the large organizational infrastructure that is required to put together the different actors involved in each level (local, district, national and regional) and across them, relevant skills and knowledge, as well as initiatives that are already working to fight this problem. A thorough analysis of how each one of the involved actors takes a part in child labour perpetuation and how a transition to a child-labour free region is possible without focusing exclusively in just a few of these elements is not an easy task. Furthermore, even an integrated approach such as this one necessarily faces cultural patterns and well rooted habits that need time and perseverance to be changed. In this regard, a truly integrated approach is one that builds consensus between the different socio-cultural backgrounds involved, not only in how to best tackle child labour, but also in defining the problem itself and in assessing its impact.
success:
ILO-IPEC has proven to possess the organizational infrastructure necessary for said integrated approach. Actions directed at all levels (local, district, national and regional) have strengthened the results achieved. Local empowerment through CAPs has helped to work in the direction of cross-cultural diagnosis and action against Child Labour. Industry involvement thanks to ILO-IPEC organizational and networking capacities, has broadened the scope of relevant actors committed to eradicating child labour.
context:
Child labour is driven by many causes which include among others, poverty, reduced access and gains for education, traditional production patterns, etc. For this reason Child labour involves many actors as well, children, their parents, school teachers, the industry, political authorities, and so on. Furthermore, increased awareness of the negative effects of child labor at the local and international level has led to the existence of many different agents carrying out initiatives to tackle some of these root causes or effects. However, in general this is done without coordination or cooperation between these agents to support each other’s actions and unite efforts.

This project has reflected that the best strategy for addressing a complex issue such as Child Labour, which involves many actors and has many causes, is an integrated approach like the one ILO-IPEC has adopted.

The project was designed to contribute to an integrated approach on the elimination of child labour in cocoa growing communities and also was conceived to support ongoing projects in the region (ECOWAS I & II and CCP) and to strengthen the ILO-IPEC integrated response to Child Labour problems in these countries.
