- themes:
- theme:
- Child labour
- category:
- Child labour, forced labour, human trafficking and slavery
- comments:
- This lesson learned targets not only child labourers, but also those working in the cocoa sector, since it aims at improving livelihood conditions for cocoa farmers and other actors involved in the cocoa supply chain.
- challenges:
- Most of the challenges that are present in the cocoa sector in this region exceed the scope of this project and therefore would require specific initiatives to address them. The complexity of these issues would also require an integrated approach such as the one deployed by ILO-IPEC that takes into account actors at all levels and from different areas.
- success:
- However, since child labour is related to many of these challenges, projects that work on eliminating child labour can open up new scenarios and possibilities of intervention to tackle these problems, and working in coordination with child labour eradication projects may strengthen their outreach and results. In this sense, IPEC could be a key partner for the industry, as it is uniquely qualified and experienced in the area of child labour; possesses extensive knowledge of the needs and support required by countries; and maintains excellent relations with ILO constituents (e.g. governments, trade unions, employers organizations, and civil society organizations).
- context:
- Child labour in the cocoa sector is a big problem the industry faces, especially from an ethical and human rights perspective. However, this problem is tightly related to many of the challenges faced by the cocoa supply chain (low farm productivity, low level of organization among farmers/producers, illegal mining, migration away from rural areas of young workers, introduction of other cash-crops in cocoa producing areas such as rubber or palm oil,..). Improving working conditions for children cannot be done in a consistent manner without addressing some of these challenges.
- description:
- Addressing child labor in the sector is a possible entry point for the industry to address some of the challenges it faces and improve the cocoa sector while improving living standards for the local communities.
- administrative_issues:
- It is essential to continue the ILO/IPEC and cocoa industry collaboration and to reinforce the role of ILO-IPEC, at national and decentralized levels (districts/departments), in the awareness-raising and mobilization of the industry.
