More proximity for some countries usually means less proximity for some others. There will always be some trade-offs in the decision. It is important to keep this in mind and, if necessary, adopt corrective measures to minimize the negative impact. The communication technologies available nowadays usually allow the different offices to be in close contact but there is need anyway to set some rules and protocols to keep the communication flowing.

Programmes covering a wide variety of countries in very different and distant geographical contexts need to take decisions concerning the location of their operational offices. There are generally advantages and disadvantages with every different option. BW stakeholders agree that in order to improve performance and become more effective, proximity is an asset but there are various elements and conditions to be considered when embarking on a decentralization process. Lending continuity to the different dynamics and avoiding gaps in the provision of services should be ensured throughout the relocation process.
